Matthew Russell Keaton is a Pipestem, West Virginia, man accused of committing sexual assaults and other crimes against dozens of women over an 11-year period.
A Summers County grand jury returned a sweeping superseding indictment against Keaton in September 2026 containing 394 criminal counts. Prosecutors say the alleged conduct occurred between 2010 and 2021 and involves dozens of women, including alleged victims whom investigators are still trying to identify.
Keaton was first arrested in 2021, but authorities continued investigating the allegations and analyzing a large collection of digital evidence for years afterward. The new indictment dramatically expands the criminal case against him.
What Is Matthew Keaton Accused Of?
Prosecutors accuse Keaton of a years-long pattern of sexual and violent offenses against women in West Virginia.
The 394-count superseding indictment includes allegations of sexual assault, sexual abuse, strangulation, kidnapping, attempted poisoning and other crimes. The allegations have not been proven at trial. Keaton is presumed innocent unless and until he is convicted.
Why Does Matthew Keaton Face 394 Charges?
The unusually large number of charges reflects the number of alleged victims, the lengthy period under investigation and the multiple offenses prosecutors allege occurred in connection with individual women.
When the superseding indictment was first announced on September 23, prosecutors said it involved 27 identified women and another 32 unidentified women listed as Jane Does. That represented 59 alleged victims in total. [MetroNews]
Summers County Prosecuting Attorney Chris Lefler provided an important update the following day: investigators had identified two more of the Jane Does. That brought the breakdown to 29 identified women and 30 women who remained unidentified as of September 24, 2026. [WVNS]
The identification of those women does not change the overall number of alleged victims represented in the indictment; it changes how many investigators have been able to identify.
What Charges Are Included In The 394-Count Indictment?
The superseding indictment contains numerous types of criminal allegations rather than 394 counts of a single offense.
Among the charges identified by prosecutors and news reports are:
- Sexual assault
- First-degree sexual abuse
- Strangulation
- Kidnapping

- Production of child sexual abuse material
- Possession of child sexual abuse material
- Criminal invasion of privacy

How Many Women Are Involved In The Matthew Keaton Case?
The superseding indictment encompasses allegations involving 59 women.
When MetroNews reported the indictment on September 23, 2026, authorities had identified 27 of the women while another 32 were listed as Jane Does. [MetroNews]
By September 24, two more women had been identified, leaving prosecutors with 29 identified alleged victims and 30 Jane Does. [WVNS]
Authorities are continuing efforts to determine the identities of the remaining women.
How Are Investigators Trying To Identify The Jane Does?
Digital evidence has become a major component of the investigation.
Lefler said the West Virginia Fusion Center was able to help identify some of the women using facial-recognition technology. Investigators are continuing to analyze evidence in hopes of identifying the remaining Jane Does. [MetroNews]
The West Virginia Fusion Center, West Virginia State Police Digital Lab and West Virginia Violent Crime Task Force have all assisted with the investigation. Lefler said those resources helped authorities analyze the large amount of information and determine dates, times and locations associated with alleged offenses. [MetroNews]
When Was Matthew Keaton First Arrested?
The investigation that eventually produced the 394-count indictment began publicly in October 2021.
West Virginia State Police began investigating sexual assault reports on October 19, 2021. Keaton was initially arrested on October 20 on charges that included second-degree sexual assault, first-degree sexual abuse, strangulation, criminal invasion of privacy and unlawful restraint. [WVVA]
Keaton initially made bond and was released. Police said five additional women subsequently reported allegations against him, and he was arrested again on October 25. The second arrest included multiple counts of strangulation, sexual abuse and sexual assault, along with domestic battery, unlawful restraint and criminal invasion of privacy charges. [WVVA]
What Did Women Originally Accuse Matthew Keaton Of Doing?
West Virginia State Police said in 2021 that women accused Keaton of drugging and violently sexually assaulting them.
Trooper First Class J.C. Woods told MetroNews that investigators had evidence indicating women were strangled during alleged attacks and that some incidents were recorded. Police said the women knew Keaton and included former girlfriends and other acquaintances. [MetroNews]
By January 2022, State Police said seven additional women had made allegations, bringing the number of women then known to investigators to 13. [MetroNews]
The investigation continued expanding in subsequent years, ultimately producing the much larger 2026 superseding indictment.
What Happened With Matthew Keaton’s 2022 Indictment?
Before the 394-count indictment, a Summers County grand jury indicted Keaton on 21 counts in November 2022.
Those charges included six counts of first-degree sexual abuse, five counts of second-degree sexual abuse, three counts of strangulation, four counts of criminal invasion of privacy, one count of possession of child sexual abuse material, one count of production of child sexual abuse material and one count of sexual abuse by a parent or guardian. At the time, authorities said the indictment added allegations involving three additional people and brought the number of alleged victims associated with that stage of the prosecution to 10.
What Are The Allegations Involving A 16-Year-Old Girl?
One of the oldest publicly reported allegations against Keaton involves a girl who was 16 at the time of an alleged assault.
According to a criminal complaint reported by WVVA, the girl said she was in a relationship with Keaton when he allegedly sexually assaulted her at a drive-in theater in Lerona, West Virginia, in May 2010. Keaton was 18 at the time. [WVVA]
The woman also alleged that Keaton subsequently followed her and threatened her with bodily harm if she reported what happened. [WVVA]
The 2010 allegation helps explain why prosecutors describe the alleged conduct covered by the current investigation as spanning approximately 11 years.
Why Did The Investigation Take Years?
Authorities have described the Keaton case as unusually complicated because of the enormous amount of digital evidence investigators and attorneys have had to process.
During court proceedings in 2024, prosecutors said the evidence included material from phones, tablets, computers and other electronic devices. Prosecutors also said alleged victims were depicted in hundreds of images associated with the investigation. [MetroNews]

Lefler said in September 2026 that investigators continued working after the original charges and uncovered additional evidence as technology and investigative tools improved. That continuing work ultimately resulted in the superseding indictment. [MetroNews]
Was Matthew Keaton A Nurse?
Yes. West Virginia State Police identified Keaton as a licensed practical nurse when they discussed the investigation in 2021.
At the time of his original arrest, police also said Keaton did not have a prior criminal history. [MetroNews]
Does Matthew Keaton Also Face Charges In Mercer County?
Yes. The Summers County prosecution is not the only criminal case involving Keaton.
A Mercer County grand jury indicted him in October 2022 on charges including first-degree sexual assault, first-degree sexual abuse and strangulation. [WVVA]
Those charges stem from allegations separate from some of the offenses prosecuted in Summers County.
Is Matthew Keaton In Jail?
Yes. Keaton was being held without bail in the Central Regional Jail when the 394-count superseding indictment was announced in September 2026. [MetroNews]
