Shawn Gremminger is a 44-year-old Falls Church, Virginia man and former healthcare-industry executive who was arrested after Fairfax County police accused him of secretly recording two 18-year-old women and a 16-year-old girl at stores in Tysons, Virginia.

The investigation expanded after police searched Gremminger’s electronic devices. He now faces 34 pending criminal cases, including allegations of unlawful filming, unlawful filming of a juvenile, production of child pornography and 30 counts of possession of child pornography.

Gremminger was president and CEO of the National Alliance of Healthcare Purchaser Coalitions at the time of his August 2026 arrest. The organization subsequently announced that he was no longer with the National Alliance effective September 4 and appointed an interim CEO.

The charges against Gremminger are allegations. He has not been convicted of the offenses described in this case.

Why Was Shawn Gremminger Arrested?

Fairfax County police say their investigation began after officers responded to the 1900 block of Chain Bridge Road in Tysons on August 16 and August 17, 2026 for reports that someone was secretly recording women inside stores. [Patch]

Police and court records indicate that Gremminger is facing 34 criminal cases connected to the investigation. They include two counts of unlawful creation of an image of another person, one count involving unlawful creation of an image of a juvenile, one count of production of child pornography and 30 counts involving possession of child pornography. Police Say Gremminger Secretly Recorded Two Women And A Teenage Girl

Fairfax County police allege that Gremminger used his cellphone to record two 18-year-old women and a 16-year-old girl as they visited multiple stores in the Tysons area on August 16 and 17. [WJLA]

One Alleged Victim And A Family Member Confronted The Suspect

During one of the Tysons incidents, police say one of the alleged victims and a family member confronted the person who was allegedly recording her. The man left the scene before officers arrived. [WJLA]

Detectives continued investigating after the confrontation and eventually identified Gremminger as their suspect.

Police Used License Plate Reader Technology To Identify Gremminger

Detectives assigned to the Fairfax County Police Department’s Tysons Urban Team used automated license plate reader technology as part of the investigation and identified Gremminger as the person suspected of the recordings. [Patch]

Gremminger Faces 30 Child Pornography Possession Cases

Thirty of the pending cases involve alleged possession of child pornography. Patch reported that court records classify one possession case as a Class 6 felony and the remaining possession cases as Class 5 felonies for subsequent offenses. [Patch]

Virginia Code Section 18.2-374.1:1 states that knowingly possessing child pornography is a Class 6 felony. A second or subsequent violation is classified as a Class 5 felony. [Virginia Code]

Although Virginia’s statute and the pending court cases use the term “child pornography,” law-enforcement agencies and child-protection organizations increasingly use the term “child sexual abuse material,” or CSAM, because the material depicts or documents exploitation or abuse.

What Is The Unlawful Filming Charge In Virginia?

Virginia Code Section 18.2-386.1 prohibits knowingly and intentionally creating certain images of a nonconsenting person under circumstances in which the person has a reasonable expectation of privacy. The statute also addresses recordings made by positioning a camera underneath or between another person’s legs to capture intimate areas or undergarments that would not otherwise be visible to the public. A violation involving an adult is generally a Class 1 misdemeanor. A violation involving a nonconsenting person younger than 18 is a Class 6 felony. [Virginia Code]

What Is The Child Pornography Production Charge?

Virginia law defines production of child pornography to include producing, making or attempting to make child pornography, as well as knowingly participating in filming, photographing or otherwise producing such material. [Virginia Code]

Gremminger faces one pending production charge in Fairfax County Juvenile and Domestic Relations District Court. The case is associated in court records with the August 16 incident involving a juvenile. [Patch]

Virginia law provides particularly serious prison penalties for a conviction involving production of child pornography. When the subject is at least 15 but younger than 18 and the defendant is at least seven years older than the subject, the statute provides for three to 30 years of imprisonment, including a three-year mandatory minimum.
