Rogie Bantigue Legaspi is a 56-year-old Baltimore City teacher who was arrested in Pennsylvania and charged with sexually abusing and trafficking a teenage boy whom investigators say he first contacted through social media when the child was 12 years old.
Legaspi, a longtime secondary teacher at Hamilton Elementary/Middle School, faces charges including trafficking individuals, involuntary deviate sexual intercourse, statutory sexual assault and related offenses. According to Pennsylvania charging documents, Legaspi allegedly traveled from Baltimore to Pennsylvania approximately twice a month to meet the boy, sexually abused him beginning when the child was 13, recorded encounters and paid the teenager money. The charges are allegations and have not been proven in court.

Legaspi was charged in Pennsylvania on September 18, 2026, with offenses that include:

The alleged abuse then continued over an extended period, according to the charging documents.
The victim told police that Legaspi traveled to Pennsylvania approximately twice a month to meet him.
The Victim Allegedly Knew Legaspi As “Alex”
The teenager told investigators that he knew Legaspi by the name “Alex,” according to the charging documents.
Police eventually identified “Alex” as Rogie Bantigue Legaspi by examining multiple pieces of evidence.
Investigators reportedly used telephone numbers, photographs, vehicle-registration information, hotel receipts and hotel surveillance video to connect Legaspi to the identity described by the victim.
Where Did The Alleged Abuse Take Place?
The victim told police that some of the alleged sexual abuse occurred inside Legaspi’s vehicle.
He also described encounters at hotels in Lancaster County, Pennsylvania.
The allegations therefore involve conduct in multiple Pennsylvania locations even though Legaspi lived and worked in Baltimore.
Legaspi Allegedly Recorded Sexual Encounters
The teenager told investigators that Legaspi recorded sexual encounters between them and subsequently sent the recordings to him.
The publicly reported charging documents do not establish whether prosecutors have filed separate child sexual abuse material charges based on those alleged recordings.
The distinction is important because The Baltimore Banner described the recording allegations while listing trafficking, involuntary deviate sexual intercourse, statutory sexual assault and unspecified related offenses as the charges that had been filed.
Legaspi Allegedly Paid The Teenager Money
The charging documents also accuse Legaspi of giving the boy money in connection with their encounters.
The victim told investigators that Legaspi would pay him $50 or $100 to behave as though he enjoyed what was happening.
That allegation is contained in the charging documents and has not been established at trial.
Legaspi Allegedly Brought Another Man To Meet The Boy
The teenager also told police that Legaspi once brought another adult man to a hotel where the boy was allegedly sexually abused.
The Baltimore Banner’s initial report did not identify that man or indicate whether the second person had been arrested or charged.
Public reporting also has not established whether investigators believe the unidentified man participated in other alleged encounters.
Why Is Rogie Legaspi Charged With Trafficking?
One of the most serious charges reported against Legaspi is trafficking individuals.
Pennsylvania’s human-trafficking statute makes it a felony to recruit, entice, solicit, patronize, advertise, harbor, transport, provide, obtain or maintain a person when the defendant knows or recklessly disregards that the individual will be subjected to sexual servitude.
The law also covers circumstances in which a defendant knowingly receives something of value from conduct facilitating sexual servitude.
The Baltimore Banner’s initial account does not identify the precise subsection prosecutors are using against Legaspi or provide the prosecution’s complete legal theory for the trafficking count. Among other circumstances, the statute applies to deviate sexual intercourse with someone younger than 16 when the accused person is four or more years older and the two people are not married.

Community members were still sharing messages about the search as recently as September 21. Some of those posts were subsequently updated to indicate that Legaspi had been located.
By then, Legaspi was in custody in Pennsylvania.

How Long Has Rogie Legaspi Worked For Baltimore City Schools?
Legaspi has worked for Baltimore City Public Schools since 2008, according to a biography published by the Baltimore Teachers Union during its 2016 internal election.
The biography said he began teaching at Vivien T. Thomas Medical Arts Academy in 2008.
He moved to Bluford Drew Jemison STEM Academy in 2010 and then to Hamilton Elementary/Middle School in 2014.
Legaspi Previously Taught In Texas And The Philippines
Legaspi had a teaching career dating back decades before his arrest.
The Atlanta Journal-Constitution reported in 2015 that Legaspi was a Filipino science teacher who first came to the United States through an international teacher-recruitment company in 1992.
He described being brought to Texas with other teachers and having to search for employment after arriving.
After teaching in Texas for several years, Legaspi returned to the Philippines before coming back to the United States in 2008 to work directly for Baltimore City Public Schools.

According to his Baltimore Teachers Union biography, Legaspi earned a master’s degree in educational administration and a Bachelor of Science degree in biology.
By 2016, the union said he had accumulated approximately 24 years of experience in education in roles including teacher, professional developer, principal and college assistant professor.
Legaspi Was Active In The Baltimore Teachers Union
Legaspi also held leadership and committee roles within the Baltimore Teachers Union.
Union records from 2016 list him as a candidate for junior/middle school vice president.
Later union documents identified Legaspi as a middle school vice president, and a 2019 union committee document listed him as a teacher chair of the Baltimore Teachers Union’s International Committee.

Legaspi’s education work extended beyond his own school and teachers union.
Maryland state records identify Rogie Legaspi of the Baltimore Teachers Union as a member of the state’s Council for Educator Effectiveness.
His Baltimore Teachers Union biography said he had been appointed by then-Gov. Martin O’Malley to a state council dealing with teacher effectiveness and evaluation and had co-chaired Baltimore City’s Educator Support and Evaluation Committee.

Legaspi Had Received Teaching Awards
The Baltimore Teachers Union’s 2016 candidate biography said Legaspi had previously received multiple education honors.
The union identified him as the Maryland Black Association of Black School Educators’ 2015 Teacher of the Year and said he had been among the nominees for Baltimore City’s 2015-2016 Teacher of the Year.
The biography also cited previous recognition for teaching and science education.
Those professional honors predate the criminal allegations and have no bearing on whether the charges against Legaspi are true.
