Carranza Arrested, Charged With Murder. “The child’s mother called police around 1 a.m. Sunday to report that Villalobos Carranza had taken their 2-year-old to another location and was threatening to harm the child. Villalobos Carranza agreed to turn himself in to Vancouver police and was arrested at about 4:15 a.m. Investigators later found the child’s body and learned the 2-year-old had been killed in Portland, police said.” [Oregon Live]
