Fiston Ngoy is a 35 year old man from Upper Darby, Pennsylvania. Ngoy has been accused of raping a woman onboard a SEPTA (Southeastern Pennsylvania Transportation Authority) train.

Attack Occurred On Market-Frankford Train. “A woman was raped Wednesday night on a SEPTA Market-Frankford elevated train while other riders looked on and did not call 911, authorities said Friday.
