Oregon Revised Statute 163.670 applies when a person employs, authorizes, permits, compels or induces a child to participate in sexually explicit conduct for another person to observe or for the conduct to be visually recorded.
The law also covers knowingly recording a child participating in sexually explicit conduct.
Using a child in a display of sexually explicit conduct is a Class A felony under Oregon law.

What Does Oregon Law Mean By Sexually Explicit Conduct?
Oregon law defines sexually explicit conduct for these statutes to include actual or simulated sexual intercourse, certain sexual contact, penetration, masturbation, sadistic or masochistic abuse and lewd exhibition of sexual or other intimate parts.
The statutory definition is relevant to the charges prosecutors filed against Steinmeyer. It does not establish that he committed any of the alleged conduct.
Steinmeyer Is Also Charged With Furnishing Alcohol To A Minor
